LOCATION – Charlottetown
(Commencing immediately until March 31, 2022 with the possibility of extension)
The purpose of this position is to provide programming services as related to specific business applications by applying
investigative, analytic, and design skills with the ability to use software tools or programming languages to produce properly
engineered and tested software solutions to meet defined business, technical or organizational problems. Also, the purpose of this
position is to provide guidance and technical support to all client departments, agencies, boards and commissions. The position
requires working independently and as part of a team.
Duties Include:
– Design, build, test and implement business applications using appropriate tools and technologies, understand client
requirements and how they translate into application features, and perform unit and integration testing;
– Collaborate with other developers, database administrators and IT consultants in conceptualizing and development of new
software programs and applications;
– Assist in defining software development project plans, including scoping, scheduling, and implementation;
– Provide SQL querying skills to support the implementation, operation and maintenance of systems assigned;
– Diagnose and troubleshoot problems with new and existing applications;
– Perform modifications and enhancements to production systems: Analyse and evaluate impact of application modifications
or enhancements; Design, code, test and implement code and other relevant changes; and, Develop resource estimates for
– Conduct testing and installing the programs into production;
– Provide support via telephone and email for end users who are experiencing IT application related problems;
– Assist with integrating, validating and building software releases from multiple development project streams;
– Assist with evaluating, validating and correcting development outputs to produce stable releases;
– Work as a team member in providing programming support services for a range of systems after being cross-trained to
ensure that ITSS provides support to departmental clients;
– Assist in the development of SharePoint prototypes for assessments and demonstrations;
– Provide information to support team members on SharePoint best practices;
– Assists in the configuring and managing SharePoint databases in SQL Server;
– Performing other duties as required.
Minimum Qualifications:
– A University Degree in Computer Science or two (2) year diploma in Information Technology with a focus on
programming and application development;
– Must work well in a high pressure environment;
– Knowledge of web languages such as HTML, CSS, XHTML, JavaScript and Flash; CMS and customization such as Drupal
and WordPress; Java jQuery, PHP, SharePoint development tools & mySQL;
– Demonstrated equivalencies will be considered;
– Excellent verbal and written communication skills; interpersonal and organizational skills;
– Strong attention to detail;
– Applicants must have a good previous work and attendance record. The successful applicant must provide a satisfactory
Criminal Records Check prior to beginning employment;
– Additional relevant education and experience will be considered an asset;
– Experience in IT Industry with relevant job experience in support of duties identified would be considered an asset.

Salary Range: $25.61 – $30.51 per hour (Level 13 UPSE)
Bi-Weekly Hours: 75.0 hours bi-weekly
